3 positions for ICAAP secretariat

The 9th ICAAP Secretariat is looking for people to join its dynamic team. Three (3) positions are currently open. For all positions, we welcome applications from Indonesian nationals only. Background:

The International Congress on AIDS in Asia and the Pacific (ICAAP) is a principle biennial congress on AIDS in the region. It is convened by the AIDS Society of Asia and the Pacific (ASAP) and it has played a key role in building commitment and networks in the struggle against HIV and AIDS in Asia and the Pacific region for over fifteen years. UNAIDS is the Joint United Nations Programme on AIDS and is one of the main Co Sponsors of the 9th International Congress on AIDS in Asia and the Pacific (ICAAP).

Indonesia has been successfully selected as the host of the 9th ICAAP by ASAP, which will take place from 9 – 13 August 2009 in Nusa Dua, Bali. The theme of the 9th ICAAP is “Empowering People; Strengthening Networks.” It underscores a movement for change and highlights the importance of inclusiveness and participative engagement in the Asia Pacific region’s response to HIV and AIDS.

A Local Organizing Committee (LOC) has been established by a consortium of Indonesian AIDS activists to ensure a smooth operation of the organization, management, implementation and reporting of the 9th ICAAP. ASAP has also formed an International Advisory Committee (IAC) to provide guidance and assistance to the LOC and ensure that the goals of ICAAP are fully realized during the implementation of the Congress.

The LOC realizes that the responsibility for the organization, administration, implementation and hosting of the 9th ICAAP is a major undertaking and will require support by stakeholders at all levels—international, national and local. This is reflected in the organization of the committees and the sub-committees within the LOC which is working to ensure broad representation, interacting not only with academics or government departments but also reaching out to include the civil society and groups working with young people, women groups, faith based organizations, marginalized population such as injecting drug users, sex workers, LGBT and organizations of people living with HIV (PLHIV).

A full time secretariat is needed to support and assist the LOC in administering and coordinating the preparation for and implementation of the 9th ICAAP. With support from various partners, the Local Organizing Committee (LOC) of the 9th International Congress on AIDS in Asia and the Pacific (ICAAP) is recruiting three (3) positions:



(1) Title : Finance Coordinator
Starting Date : 5 February 2009
Ending Date : 30 September 2009


Objective
With support from the Indonesian National AIDS Commission, the Local Organizing Committee (LOC) of the 9th International Congress on AIDS in Asia and the Pacific (ICAAP) is recruiting a fulltime Finance Coordinator to assist the LOC in administering the financial system for the 9th ICAAP, which will take place from 8 – 13 August 2009 in Bali, Indonesia. Working under the guidance of the Finance Committee, the incumbent will be based in the LOC secretariat.

Main Task and Responsibilities
Based at the LOC Secretariat, the Finance Coordinator is recruited to assist the Finance Committee to:
Administer and monitor the financial system in order to ensure that municipal financial are maintenance in an accurate and timely manner, with main activity:

Assist budget preparation,
Implement financial Policy and procedures,
Establish and maintenance cash control,
Process Invoices to all customer,
Maintenance procurement system
Ensure all transaction are properly recorded and entered into the Financial Report
Prepare monthly Financial report for ICAAP, Donor
Maintenance financial file and record
Maintenance the invoices send to the customer, donor to ensure complete and accurate records of all moneys with main activities:

Ensure the safeguard of all municipal funds
Record and reconcile the account receivable ( Invoice)
Issue receipt
Reconcile weekly payment received.
Maintenance all the request of payment and ensure the finance made on the timely manner.
Required Qualification:
Education: Minimum a bachelor degree in Accounting

Experience:

Minimum of 3 years of practical and relevant professional experience
Good participatory skills, including the ability to foster teambuilding and facilitate planning meetings and workshops
High skill-level with computers, particularly in using the Word, Excel, Power Point applications and the internet for working
Language Requirements:
Excellent spoken and written proficiency in English



(2) Title : Public Information Coordinator
Starting Date : 5 February 2009
Ending Date : 30 September 2009


Objective
With support from AIDS Society in Asia and the Pacific (ASAP), the Local Organizing Committee (LOC) of the 9th International Congress on AIDS in Asia and the Pacific (ICAAP) is recruiting a fulltime Public Information Coordinator to assist the LOC in promoting the 9th ICAAP to the wider public, potential delegates and the media partners. Working under the guidance of the LOC, the Public Information Coordinator will be based in the LOC secretariat.

Main Task and Responsibilities
Based at the LOC Secretariat, the Public Information Coordinator is recruited to undertake the following tasks:

Provide operational and administrative assistance to the LOC in promoting the Congress and implementing the media plans, which will include:
Conducting press conferences
Managing press releases
Preparing updated information for the congress website
Providing general information about the 9th ICAAP to the general public through the media
Preparing information materials for any public information events
Organize and prepare meeting agendas/minutes for the LOC Media Advisory Board/Media Relations Team and attend meetings, as needed
Manage and monitor registrations of journalists wishing to attend the 9th ICAAP
Assist in managing the media centre and handling the media during the Congress
Liaise with the Congress Coordinator for any other public information activities or events, as needed
Required Qualification:
Education: Minimum a bachelor degree in relevant fields
Experience:

3-5 years professional experience working in communications, public relations, media relations or other relevant areas
Strong organizational skills and good teamwork ability, with a flexible working approach.
Good computer skills, which include word-processing, spreadsheets, presentations, the Internet and electronic mail.
Experience working in the AIDS field is preferred, but not required.
Previous experience working for an international conference is an advantage.
Language Requirements:

(3) Title : Sponsored Programme Officer
Starting Date : 5 February 2009
Ending Date : 30 September 2009


Objective
With support from UNAIDS, the Local Organizing Committee (LOC) of the 9th International Congress on AIDS in Asia and the Pacific (ICAAP) is recruiting a fulltime Sponsored Programme Officer to assist the LOC in preparing and organizing the sponsored programme (e.g. satellite meeting, symposia, skills building, etc) during the 9th ICAAP, which will take place from 8 – 13 August 2009 in Bali, Indonesia. Working under the guidance of the LOC – Sponsored Programme Committee, the Sponsored Programme Officer will be based in the LOC secretariat.

Main Task and Responsibilities
Based at the LOC Secretariat, the Sponsored Programme Officer is recruited to assist the Sponsored Programme Committee to:

Manage the incoming proposals for symposium, satellite meetings and skills building for the 9th ICAAP
Support communication to external partners to answer inquiries related to the sponsored programme activities
Help identify and explore sponsorship programme with potential organizations
Develop working timeline for proposals submissions & reviews
Identify relevant proposals reviewers and organize proposals review
When necessary, liaise contact between sponsor organizations with proposing organizations for similar and or unfunded proposals
Take part in the secretariat coordination meeting to report for updates and or progress
Organize relevant committee & sub-committee meetings, take the minutes and file for records
Support internal coordination among members of the Sponsored Programme Committee and with members of the broader LOC.
Together with finance & admin unit, follow-up with sponsoring organizations for technical and administrative issues related to the sponsored programme
Assist finance unit to prepare contract and review budget related to sponsored programme committee


Required Qualification:

Education: Minimum a bachelor degree in relevant fields

Experience:

Minimum of 5 years of practical and relevant professional experience in HIV and AIDS and or community based programs
Experience in working with different community groups such as interfaith community members, mainstream women’s group, human rights advocates, injecting drug users (IDU), lesbian, gay, bisexual, transgender (LGBT), people living with HIV (PLHIV) and others as required
Experience in proposal development, project planning and management in relevant fields, preferably HIV and AIDS
Understanding of the Asia Pacific region, and a range of issues / themes surrounding HIV and AIDS in the region such as human rights, gender inequity, vulnerability of key population groups, etc
Good participatory skills, including the ability to foster teambuilding and facilitate planning meetings and workshops
High skill-level with computers, particularly in using the Word, Excel, Power Point applications and the internet for working
Language Requirements:

Excellent spoken and written proficiency in English
