Position : Disaster Management Programme Manager (PM)
Nationality : Indonesian
Reporting : The PM will report directly to the DM Program Coordinator
Purpose : The PM ensures the daily management of the DM programme activities in close

collaboration with the DM Programme Coordinator
Location : Jakarta
Duration : 1 year

General tasks
Work towards the achievement of the DM Programme through effective managerial, lateral relations and teamwork

Ensure understanding of roles, responsibilities and lateral relationships among team members

Specific tasks
ork on the overall design of the programme with the DM Programme Coordinator and ensures necessary preparation for upcoming activities

· Be responsible for the daily management of the Capacity-Building Disaster Management programme activities under the close supervision of the DM Programme Coordinator, including planning and coordination meetings, budgeting, monitoring and reporting.

· Maintain and develop institutional linkages with other key DM players and stakeholders (especially Government Agencies and PMI, but also UN agencies, international and local NGOs, Federation, ICRC and PNSs) engaged in disaster management – at local, national, regional and international levels – to ensure the relevance of the programme strategy and activities.

· Ensure optimum coordination of plans, operations, information and other resource sharing in the disaster management with the abovementioned DM players and stakeholders.

· Manage the provision of support to programme partners in developing training modules and materials related to capacity building, organization and human resource development as well as community development.

· Manage the DM Programme communication strategy through the production of visibility materials.

· In the event of disaster, support PMI in the assessment, planning, implementation and coordination of relief operations – as directed by the FRC Delegation.

· As requested by the DM Programme Coordinator, manage and supervise the FRC DM team members (around 6 persons).

· Produce regular, accurate and timely reports.

· Perform other work related duties and responsibilities as may be assigned by the supervisor (Project Coordinator).



All tasks are done under the supervision of the Program Coordinator



Required skills

· Abide by and work in accordance with the Red Cross and Red Crescent principles;

· S1 in disaster management, social sciences, development, law, journalism or other relevant fields;

· 5 years of experience in humanitarian/development field or social work; previous similar experience in international agencies is preferred;

· Experience in working with capacity-building programmes for the Indonesian Government an asset;

· Team leadership, patience and diplomatic skills;

· Flexibility and ability to work under pressure;

· Strong analytical skills;

· Excellent English communication skills (oral and written);

· Excellent Report writing skills;

· Strong computer knowledge (Essentially MS Office and internet research)

· Experience working in the Red Cross/Red Crescent Movement;

· Willingness to travel;

· Team player, assertive, ability to work to deadlines, attention to details, willing to learn, flexible.

Position: Research Officer (RSO)

Nationality: Indonesian

Reporting: The RSO will report directly to the DM Program Coordinator

Purpose: The RSO will assist the Disaster Management (DM) Program Team with documentation/information gathering and research/analysis

Location: Jakarta

Duration: 6 months



General tasks

· Assist the DM Program Team through the gathering of documentation/information and the production of analytical surveys as well as narrative reports.

· Assist the DM Program Coordinator in taking well-informed decisions through the production of synthetic notes / background documents upon requirement.



Specific tasks

· Assist the DM Team in analysing the interactions between international and national agencies in the field of Disaster Management in Indonesia;

· Assist the DM Team in analysing the Indonesian Disaster Management system and especially the effects of the new law (2007) in this field;

· Assist the DM Team in gathering relevant background information about the 6 region of the program implementation (NAD, West Sumatra, Jambi, DKI Jakarta, Yogyakarta and Denpasar);

· Assist the DM Team in the elaboration of a strategy for the implementation of the program activities;

· Assist the DM Coordinator in the production of analytical documents as required;

· Meet relevant organizations/resource persons to achieve the above-mentioned tasks;

· Travel to operational areas as required by the above-mentioned tasks;

· Liaise with international, government and non-government organizations and maintain broad and effective channels of information;

· Produce accurate, regular and timely reports for the French Red Cross;

· Perform any other work related duties and responsibilities that may be assigned by the Program Coordinator.
